Tito Amendola is a man from Coral Palms, Florida who is in jail for recreational drug use.
Throughout the Series
In the Season Four episode Coral Palms Pt. 2 Tito met Jake Peralta and Raymond Holt in the Coral Palms, Florida jail.
He was already there on account of doing the illegal drug, meth.
Tito offered to assist in Holt and Peralta's jailbreak, with his offering being that he is great at smoking and snorting meth.
When there turned out not to be a need for his unique talents, Jake offered him the role of sharing what he saw.
In the cold open of Coral Palms Pt. 3 Tito fulfilled his job by appearing as a witness on the Live at Five segments of the WPQG News program (video below).
