Jake Peralta was watching Terry through the video surveillance of Big Bertha outside the building and came into the building and began to negotiate with him.
He requested that they let him walk out of the building and into a car and was about to say what he'd do if anyone followed him when Amy Santiago hit him over the head from behind.
While Jake was arguing over who got credit for capturing Strickland, he bragged that he was in the middle of negotiating and Strickland was about to give up. Strickland corrected him by telling him he was planning on killing Terry and then letting Jake kill him.
