Random Woman is a woman who lived in what was allegedly Al's Apartment Building. She is portrayed by the actor Elena Varela.

In the Season Three episode, Halloween III, Jake Peralta and Raymond Holt arrive at the doorstep of Random Woman when Amy Santiago tricks them into thinking it's the address of Al the janitor at the precinct.
She tells them that he's up on the roof.
