Phil is a security guard who guards the Archive Room in the New York FBI Headquarters. He was portrayed by the character actor, Ben Zelvansky.

In the Season Three episode, The Bureau, Phil meets Raymond Holt who is undercover as a mail room employee delivering mail. Fellow FBI employee Bob Annderson previously overheard Phil talking about the television show Sex and the City which Holt familiarized himself with to use to distract Phil.

- The actor who portrays Phil was in the Brooklyn Nine-Nine co-creator, Michael Schur's, previous show, Parks and Recreation. He was the character Ranger Patrick.[1]
