Throughout the Series[]
In the Season Five episode The Favor Muriel meets Amy Santiago and Rosa Diaz when they come into SAPO looking to get a permit for a block party. She immediately deflates Amy's enthusiasm for bureaucracy by pointing out the form she needs and doesn't have.
Amy and Rosa return after going to Florence Tinj for help with the form that doesn't make any sense. Finding a loophole thanks to Florence Tinj's admittance of making mistakes throughout her career, they present an out of date form that was never officially de-certified. Muriel stands strong and finds one more way to deny Amy's perfect forms by pointing out that it says the form must be submitted by a man.
Hitchcock arrives to submit the form and Muriel finally grants them the street permit for a block party.
