In the Season Three episode, The Cruise, Luis meets Rosa Diaz and Charles Boyle when they are called to investigate the death of the elderly woman, Shirley Crouch, in his building.
Luis lets Rosa and Boyle butter him up and denies them the apartment, which they had hoped to rent. Once the toxicology report comes back Rosa and Boyle arrest him for murder, as she was poisoned.
