Johnny Franzia is a serial killer who went on a murdering spree for 10 years and the arch nemesis of Jake Peralta, who claims he taunts him at every murder with a deck of cards.

In the Season Five episode, White Whale, Franzia is introduced as Jake Peralta's arch-nemesis first mentioned when Jake is explaining to Amy Santiago and Rosa Diaz (who are in hot pursuit of their own 'White Whale') that he has tormented him with a deck of cards for years. Jake claims to have mentioned "constantly".
In the Season Eight episode, Balancing Franzia returns as the primary suspect of a murder that Jake and Charles Boyle are assigned. He taunts Jake using playing card-theme riddles that Jake has sworn he's been using over the years.
In the same episode, he appears as a last minute babysitter applicant for Amy and Jake's son Mac. He is overly into discussing cuddling and a small plush toy he gives to the baby to cuddle, which he bugged.
In the end he is caught by Charles Boyle as Jake takes care of his son instead of participating in his White Whale's arrest.
