Jeff is a man who works with the elusive car thief Doug Judy. He is portrayed by the actor Jake Lockett.

In the Season One episode Pontiac Bandit, Jeff pretends to be a lookout for a man name Bill, who is supposed to be the Pontiac Bandit. He spooks Jake Peralta and Rosa Diaz into letting Doug Judy go to a location alone.
