Boyle returns to find the squad out of costume

On Halloween day in the precinct elevator, Captain Holt expresses his surprise to Charles Boyle that he is not wearing a costume. Boyle informs him that he has decided to no longer wear costumes on Halloween since he is the only one who does, and the others would usually ridicule him for it. When they arrive on the squad's floor, Boyle is surprised to see everyone is in a costume. The squad tells Boyle that they love his costume and he eagerly rushes to his car to retrieve his packed costume. When Boyle returns in an Elvis costume however, the squad has returned to normal clothing and mock his costume. Holt appears to come to Boyle's defense, but unwittingly adds to Boyle's humiliation by believing Boyle to be dressed as Elvis Stojko, a Canadian figure skater.

In the briefing room, Holt and Jake Peralta announce that they will be continuing their tradition of the Halloween heist, with this year finally deciding who between the two of them is "An Amazing detective/genius". This year instead of Jake attempting to steal something from Holt, both of them will steal a crown that will be locked in a briefcase, which in turn will be locked inside the interrogation room. As both Holt and Jake choose their teams, they both decide not to have Amy Santiago on either of their teams, both seeing her as either Holt's protegee or Jake's girlfriend which greatly offends her. Of the remaining squad members, Holt decides to recruit Gina Linetti and Terry Jeffords, while Jake recruits Boyle and Rosa Diaz for help. Boyle and Gina are both sent to watch the briefcase through the interrogation room's gallery where Boyle offers to set Gina up on a blind date with a man named Nadia. In the bullpen, Jake gives Rosa a set of instructions when he is approached by Amy who wanted to tell him that not being picked hurt her feelings. Jake initially apologizes but then yells at Amy's cleavage, believing that Amy is a spy sent by Holt with a camera to learn his plans. As Terry closes the blinds in Holt's office for a meeting, Jake's team carries out their plan to steal the crown. Boyle releases a swarm of cockroaches from his pants distracting Gina, as Jake pretends to have accidentally fallen through the wrong vent and into the gallery. Boyle and Jake have a brief fake argument to continue to distract Gina, while Rosa manages to successfully break into the interrogation room and retrieve the crown, leaving no sign of her presence. Jake keeps the crown in his desk drawer and laughs that he only needs to guard it until midnight to win, while Holt supposedly has no idea, not realizing that Holt and Terry are listening to him through a listening device. Holt explains to Terry that he allowed Jake to steal the crown as a tactic, so that Jake will become overconfident and become an easier target.

Amy enters Holt's office as Terry leaves to also talk to Holt about how her feelings were hurt, when Hitchcock enters to ask for Amy's help, as his mini Halloween Heist with Scully has taken a turn for the worse. Amy angrily pushes Hitchcock out of the office, and tells Holt that she would like to help him win against Jake. However, like Jake, Holt also believes Amy is a spy and yells at her cleavage in a similar way. In the interrogation room gallery, Nadia arrives and is revealed to be a handsome man named Leo, but was nicknamed Nadia. Gina however believes that Leo is just a male prostitute that Jake and Boyle plans to use for the heist, and turns him away. Meanwhile, Terry holds a pair of stripped motorcycle handlebars, and implies to Rosa that it is from her motorcycle, prompting Rosa to leave the bullpen. Holt sneaks out of his office window as Terry's family arrives to take a picture with Jake. While Jake is distracted, Holt manages to somersault through a window and discreetly unscrew the back of Jake's drawers to retrieve the crown. Holt enters the break room with the crown, but inadvertently triggers the sensor on a light up cackling witch, drawing Jake's attention. Holt drops the crown into the garbage bin to hide it, and acts nonchalantly, pretending to still believe the crown to be in the interrogation rom. Holt tells Terry in his office to wait a few minutes before retrieving the crown from the garbage, as Rosa tells Jake that she believes that Holt has already made a play for the crown. Jake discovers that the crown is missing as Terry informs Holt that the crown is not in the garbage, causing both sides to believe the other has the crown.

Holt and Jake confront each other of possessing the crown, leading both to realize that neither of them currently has the crown. Gina is informed by Holt that Jake had stolen the crown before Nadia appeared, meaning that Nadia was a genuine blind date that Boyle had set up for her. Boyle agrees to set up another date between the two of them. Jake and Rosa checks the security footage to see Holt's theft of the crown and disposal of it into the garbage. They learn that a janitor named Al had taken the crown for himself. Realizing that Amy is the only person who would send holiday cards to every employee, meaning she likely knows Al's address, both Jake and Holt attempt to sway Amy over to their side. Upset that they would both pretend to be nice to her only for the heist, she gives them both the address and leaves. Both teams race to the address given to find that Al lives on the 16th floor, but the elevator is out of order, thus leaving them no choice but to race up the stairs. At Al's apartment, a woman informs them that Al is smoking on the roof which is another 15 floors above. Finally arriving on the roof, Jake vomits twice, as he and Holt ask an unseen figure if they are Al. The figure then turns to reveal that "Al" is in fact Amy, disguised in a Janitor's uniform.

As the other members of the squad arrive, Amy explains how she executed her plan. When she first confronted Jake about her feelings, Jake triggered the sensors of the cackling witch, but Holt appears to also have been startled despite his door being closed, causing Amy to realize that Holt planted a listening device in Jake's desk. Amy tapped into the frequency of the device so she could also keep tabs on Jake, and instructed Hitchcock to open a small crack in the blinds of Holt's office when he entered earlier, allowing her to lipread Holt's plan. On her instruction, Scully moved the witch into the breakroom so that Holt would panic and hide the crown in the garbage so that she could retrieve it. She then sent them to their current location, and tricked them into having to walk up 31 flights of stairs even though the elevator was in fact working perfectly fine. Amy explains that she did this not just to win, but to prove both of them wrong, as they each only saw her as either Jake's girlfriend or Holt's lackey, with her victory establishing that she earned their respect. At Shaw's bar, Amy is crowned "Queen of the 99" and "An Amazing detective/genius". Nadia arrives and manages to hit it off with Gina, who wonders how Boyle would know him. Nadia explains to her horror that he is in fact Genevieve's twin brother.
