In the Season Three episode Hostage Situation Franklin meets Charles Boyle when he comes to the church he serves at to use his gun and badge to influence the priest to drop the charges he had against Eleanor Horstweil. She drove up onto the curb and hit him while he was sitting on a bench.
While talking to Charles Boyle and growing more and more confused by his non-threatening tactics, Jake Peralta comes up from behind and tasers him in the back and drags Charles away leaving Franklin horrified.
