Frank Spond is a man with a business of loaning small amounts of money and charging exorbitant interest rates, otherwise known as a loan shark.

Throughout the Series[]

In the Season One episode, The Apartment, Jake brings Gina with him to Frank's office to try and get a loan. He explains to Jake that he can't loan him the $430,000 he needs to buy his apartment because it's too much. He makes small loans to desperate losers and takes a larger "vig" (which is short for vigorish: an excessive rate of interest on a loan, typically one from an illegal moneylender).

This is a joke from production, aimed at the writer and Executive Producer of the Brooklyn Nine-Nine television series, Luke Del Tredici, as the character is kind of skeevy.
